
Our Mission
The Pacific Carbon Association (PCA) is a regional platform committed to supporting the implementation of high-integrity climate cooperation under the Paris Agreement, with a particular focus on operationalising Article 6.
We are a member-based non-governmental organisation, bringing together Pacific Island governments, project developers, buyers, and solution providers in a single pre-competitive space. Our mission is to support Pacific Island governments in operationalising Article 6 and high-integrity carbon markets, and to convene the regional infrastructure — methodologies, standards, capacity, coordination — that this requires, unlocking climate finance at scale for decarbonisation across the region.
Through innovative tools, applied research, capacity support, and deep collaboration with public and private partners, we help design and implement practical, context-appropriate solutions that strengthen institutional readiness and climate ambition.

Project Development & Standards
We assist government agencies in screening, assessing, and authorising mitigation activities through rigorous, transparent procedures. We also support project developers by providing access to Pacific-appropriate methodologies, frameworks, and standards — and by convening direct engagement with host country authorities on regional priorities and requirements.
Methodology Development
We convene the development and adaptation of carbon market methodologies designed for Pacific contexts. Methodologies are co-developed through technical working groups, with governments shaping priorities and technical experts contributing to design — ensuring scientific rigour, alignment with international standards, and applicability to the data, scale, and ecosystem realities of the Pacific.
Policy & Regulatory Frameworks
We support Pacific Island governments in developing the policy frameworks that govern participation in carbon markets — Article 6 implementation strategies, project authorisation policy, benefit-sharing and safeguards, and NDC integration. We also support countries in developing common regional positions and bilateral negotiating strategies with ITMO buyers, strengthening Pacific voice in shaping international rules.
Capacity Building & Institutional Support
We work with Pacific Island governments and national institutions to strengthen capability for participation in carbon markets — through structured training programs, embedded technical assistance, institutional twinning arrangements, and partnerships with regional academic institutions.
Digital Infrastructure & Tools
We design and maintain digital tools, datasets, and decision-support systems that enhance transparency, streamline project workflows, and enable effective participation in compliance carbon markets. Our work is designed for Pacific contexts and prioritises interoperability with national registries, international standards, and member solution providers.
Monitoring, Reporting & Verification
We support the development and implementation of robust monitoring, reporting, and verification (MRV) systems to ensure project accountability, enable corresponding adjustments, and facilitate transparent reporting under Article 6.
