Membership

PCA is a member-based regional platform. Members join a platform that does the technical work, develops the standards, and convenes the regional coordination that no single party can deliver alone — and they share in the benefits of belonging to it.

Membership Benefits

Engagement with Pacific Island Governments

Members participate in convenings with Pacific Island governments, Designated National Authorities, and senior officials — including project development negotiations, closed-door roundtables, pre-COP coordination sessions, and bilateral engagement opportunities that are difficult to arrange independently. PCA's role as a country-led platform makes these conversations possible in a structured, neutral setting.

Access regional market intelligence and pipelines

Members receive Pacific-focused market intelligence, Article 6 readiness analysis, NDC tracking, and policy updates — including a members-only briefing on developments across host countries, bilateral negotiations, and methodology approvals. Members gain the information advantage of being early in a region with strong fundamentals. Curated by PCA's technical team and updated continuously, not annually.

Use of digital tools and frameworks

Members access PCA's digital tools, evaluation frameworks, and shared infrastructure — including methodology calculators, safeguards and FPIC templates, benefit-sharing frameworks, and tools designed for the data, capacity, and scale realities of Pacific Island countries.

Shape Pacific-appropriate implementation and infrastructure

Members participate in PCA's working groups on the practical infrastructure that high-integrity Pacific carbon markets require — implementation of methodologies, MRV solutions and digital tools, benefit-sharing frameworks, capacity building design, and market analysis. PCA's methodology approval and integrity standards are set independently by a technical committee of country representatives and independent experts, ensuring that members shape what works in the Pacific without compromising what counts as high-integrity.

Membership Classes

PCA membership is organised in three classes, each reflecting a different relationship with the platform. The three classes have different rights, contributions, and benefits — but a common commitment to high-integrity Pacific carbon markets.

Country Members

Pacific Island governments and their Designated National Authorities. Country membership is free and confers full voting rights on all matters of association governance, including board elections and strategic direction. Country members lead PCA's agenda. Country members receive PCA's technical assistance, capacity building, and frameworks at no cost as a core member service.
