Turning Commitments into Actionable Solutions

PCA's work spans six program areas across direct support to Pacific Island governments and shared infrastructure for regional carbon markets. Country members receive program services as a core member benefit, while industry members co-fund and shape the work through technical committees and working groups.

Our Work

Project Development & Standards

We assist host countries in establishing and implementing robust procedures to screen and authorise mitigation activities in line with Article 6.2 and 6.4 requirements. We also support project developers by providing access to Pacific-appropriate methodologies, frameworks, and standards. This program includes development of standardised review criteria, evaluation protocols, documentation support, and national approval workflows. We work closely with project proponents and government authorities to ensure each activity meets legal, technical, and environmental standards prior to authorisation and registration.

Methodology Development

We support the creation, adaptation, and piloting of methodologies for both nature-based and technology-based mitigation activities. Our work ensures methodologies are science-based, transparent, and aligned with relevant international standards (e.g. UNFCCC, Gold Standard, Verra). We also assist partners in developing sector-specific baselines and quantification approaches that can be used to strengthen national inventories and support carbon market participation.

Policy & Regulatory Frameworks

We provide targeted support to governments and key partners to develop policy environments that enable climate cooperation under Article 6 and strategies that support decarbonisation. This includes the drafting of national strategies, legislative instruments, regulatory guidelines, and implementation frameworks. Our team works closely with policymakers to align domestic priorities with international requirements, facilitating effective participation in compliance carbon markets while ensuring environmental and social safeguards are maintained.

Capacity Building & Institutional Support

We work directly with national authorities, technical agencies, and educational institutions to strengthen institutional readiness for Article 6 engagement. Our capacity building programs include tailored training modules, technical assistance, and knowledge transfer activities focused on project authorisation, market governance, registry systems, MRV, and benefit-sharing mechanisms. We also provide ongoing mentorship and support to ensure in-country ownership and long-term sustainability of carbon market systems.

Digital Infrastructure & Tools

We design and deploy practical, data-driven tools to support carbon market engagement and project implementation. This includes digital platforms for project tracking, emissions quantification calculators, registry-ready data templates, and decision-support systems for policymakers. Our tools are developed with a focus on usability, transparency, and scalability, enabling stakeholders to navigate complex climate finance mechanisms with confidence.

Monitoring, Reporting & Verification

We provide end-to-end support for setting up and implementing credible MRV systems that meet Article 6 reporting obligations. Our work covers the design of MRV protocols, identification of key performance indicators, data quality assurance, and preparation of periodic reporting templates. We also provide technical assistance to ensure alignment with host country NDC tracking systems and international transparency frameworks.

Strengthening Governance Systems.

Our work is designed to integrate seamlessly with existing institutional structures, national climate strategies, and regulatory frameworks. We support members in strengthening their own systems — ensuring that Article 6 implementation is nationally driven, context-appropriate, and aligned with long-term development and climate goals.

In collaboration with key partners, we also provide tailored resources to help project proponents navigate and access compliance carbon market opportunities in the Pacific. From guidance on project design and eligibility to tools for aligning with host country requirements, we equip developers with the information and support needed to participate in high-integrity, regionally grounded climate cooperation. Our aim is to lower barriers to entry while maintaining strong environmental and social safeguards.
